What is a town centre master plan?
A master plan sets out a vision that will guide the design and delivery of new and upgraded key infrastructure for a town centre over the short, medium and long-term (2 to 20 years). By creating a town centre master plan, Council can ensure that Kooralbyn town centre is designed strategically and establishes clear priorities for future projects.
What are the steps in developing a Town Centre Master Plan?
Developing a Town Centre Master Plan involves a series of guided steps. Guided by these, the appointed Consultant has undertaken six (6) key project Objectives as seen below to develop the plan:
1. Site Analysis, where physical, environmental, and social characteristics have been assessed to understand constraints and opportunities.
2. GIS Assessment - Combines maps and data to show land use, access, and environment, helping guide smart planning decisions.
3. Demographic analysis - understand population changes, age groups, households, and social factors—helping plan future services and infrastructure, through documentation such as the Scenic Rim Growth Management Strategy 2041.
4. Stakeholder Engagement - the Kooralbyn Town Centre Master Plan Committee reviewed this data to include community insights and aspirations in shaping the vision and actions for the Kooralbyn town centre.
5. Community Engagement - confirming with community that the draft masterplan meets community aspirations.
6. Final endorsement by Council
Why did Council decide to do a Master Plan for the Kooralbyn Town Centre
Council as part of the Scenic Rim Regional Council Corporate Plan 2025-2030 has a priority to the examine current and future growth, as well as identifying the infrastructure needed to support and service the current and future population forecasts.
Scenic Rim Regional Council endorsed the establishment of three Town Centre Master Plan Committees for 2025 for the following townships:

How will the delivery of the Town Centre Master Plan be funded?
Council will explore a variety of funding sources, including support from other government agencies, to assist in the development of the township. Realising a town centre master plan is a gradual journey that relies on careful planning, continuous collaboration, and committed funding support.
