Scenic Rim Regional Council invites the Kooralbyn community and the wider Scenic Rim region to provide feedback on the Draft Kooralbyn Town Centre Master Plan.
In 2025, Council endorsed the establishment of three Town Centre Master Plan Committees for Canungra, Kalbar and Kooralbyn. These community-led committees were formed to provide local insight and strategic input into the development of long-term plans for each town centre.
Town centre master planning sets a vision and strategic framework to guide how a town's heart grows and evolves. It focuses on creating thriving, inclusive places where people live, work, shop and connect, balancing growth with local character, infrastructure needs and community aspirations.
About the Kooralbyn Town Centre Master Plan
The Kooralbyn Town Centre Master Plan Committee, made up of local residents and chaired by Divisional Councillor Jennifer Sanders, has worked closely with Council to prepare a draft master plan that reflects a shared vision for the future of Kooralbyn Town Centre.
The Kooralbyn Town Master Plan is developed with the support of the Queensland Government's Local Government Grants and Subsidies Program in association with Scenic Rim Regional Council.
This community-wide survey seeks feedback from the broader community to:
confirm the shared vision for the town centre,
prioritise themes and actions for Kooralbyn, and
identify any gaps or opportunities for improvement.
Feedback received will inform refinements to the final master plan and help ensure it aligns with community aspirations.

The draft town centre master plan sets out a vision for the Kooralbyn town centre, with staged priorities to guide growth and plan for key infrastructure. The draft town centre master plan focuses on:
Streets and parks - creating welcoming and functional public spaces.
Connections - improving roads, and active transport links.
Community and spaces - supporting facilities for residents and visitors.
Culture and heritage - celebrating Kooralbyn's identity and history.
Conservation and sustainability - protecting and enhancing the landscapes that make Kooralbyn unique.
How to participate
Community members can provide feedback in the following ways:
In person at any Scenic Rim Regional Council Customer Service Centre, Valley Wildlife Op Shop or The Billabong Village Shopping Centre.
Community Consultation Period
Survey submissions will be accepted by Council from 29 January to 25 February 2026.
