Scenic Rim Regional Council continues to work in partnership with the Youth and Community Centre Beaudesert Inc (YACC) and Police Citizens Youth Club Queensland (PCYC) to develop a new sporting precinct in Beaudesert. This initiative aims to enhance community wellbeing and promote active lifestyles for residents of all ages.

In 2023, Council engaged with the community regarding a proposed Land Management Plan for Dick Westerman Park, which was to establish a new PCYC facility on the western side of Hopkins Place. We received 59 submissions, with the majority expressing positive feedback. To learn more about the prior consultation click here.

On 27 March 2024, Council received confirmation from the Department of Resources that the Land Management Plan for Dick Westerman Park has been accepted. Following this approval, Council secured of $4.75 million in funding from the Queensland Government's South East Queensland Community Stimulus Program to develop an indoor multi-sport facility within the Beaudesert region.

Council, as the trustee of Dick Westerman Park to manage interests and activities on trust land, is now in the early stages of planning for this project with a draft concept plan and an updated draft land management plan that outlines the indoor multi-sport facility on the western side of Hopkins Place and the PCYC facility on the eastern side. This development aligns with the Scenic Rim Sport and Recreation Plan 2024-2034, which focuses on increasing participation in sporting and recreational activities across all age groups.

Detailed design for the proposed Police Citizens Youth Club, situated at Dick Westerman Park, Beaudesert, is being undertaken by PCYC Queensland in conjunction with Council.

The draft concept plan aims to create a sports precinct at Dick Westerman Park, highlighting an expanded building footprint of the area, for development of a PCYC facility in conjunction with the indoor multi-sport facility featuring:

  • a number of indoor courts to facilitate community sports such as basketball for example,
  • changerooms
  • intended to be fully enclosed, suitable for local and potentially regionally represented competitions.

The updated draft Land Management Plan includes details relating to existing and proposed inconsistent purposes including:

  • Existing lease to the Beaudesert Community Arts and Information Centre Incorporated, including the Visitor Information Centre,
  • Existing site use for Public Markets (monthly), and
  • Proposed establishment of a Police Citizens Youth Club facility.

Proposed consistent purposes include the proposed establishment of an indoor multi-sport facility.

In addition to the existing uses, the following additional uses are proposed to be developed within the park:

  1. Indoor multi-sport facility
  2. Development and operation of a Police Citizens Youth Club (PCYC) facility.

What is Council's role?

As trustee of the land, Council's role is to prepare the Land Management Plan and facilitate a tenure agreement between Council and PCYC Queensland for the establishment of a PCYC facility within Beaudesert township and establishment of an indoor multi-sport facility.

What is Police Citizens Youth Club (PCYC) Queensland's role?

PCYC Queensland's role is to design, construct and operate the PCYC facility, including sourcing external funding.

Council invites the community to provide feedback on the current and proposed uses of Dick Westerman Park.

Submissions will be accepted by Council between 1 August and 5 September 2025.
